Who pays for a broken lock on our condo building's back gate?

Q: One of the owners in our condo building was using her key in the back gate and the key broke off in the lock.  Does the association pay for the repairs or the owner?

A condo owner who is delinquent on assessment payments has not provided a current address. How do we pursue payment?

Q. I am the President of self managed condo association.  We have a total of 6 units, two of which are rented out by the owners.  One of the non-resident owners has not left an address with us and is now behind 5 months total in assessments.
