Can an association charge a separate fee to owners who rent out their units?

Q. We have a number of owners who are renting out their units in our small condo building.  The board has decided to charge a separate monthly fee to owners who rent.  Is this allowable?

A buyer wants to add a washer/dryer to the unit. Can the board prevent this?

Q. An owner is selling her unit and a prospective buyer has asked if she can vent the existing dryer through the wall, and if a washer/dryer can be installed into the existing pantry.
