How can owners address noncompliant boards?

Q: Our board has not provided a copy of the proposed budget, and I heard that they are going to approve it next week.  I know we are supposed to receive both a copy of the budget and notice of the budget approval meeting 30 days in advance -- how can I hold the board accountable?
